Project Approval Process

Preliminary Application (Pre-App)

Where we are in the process

The applicant submits a Preliminary Application (Pre-App) to receive feedback on the project from the City and community in the early stages of design. Read more here

Formal Application

The applicant will then incorporate the Pre-App feedback and submit additional requirements as part of a formal project application for City staff and outside agency review.

CEQA Review

The project will undergo California Environmental Quality Act (CEQA) review. CEQA is a state law that requires local agencies to evaluate and inform the public about a project's environmental impacts and to limit or avoid those impacts.

Public Review

At a public hearing, City staff will present a report and make their recommendation on the project. Public comments are also welcomed and heard.

City Makes Decision

The City's decision-making body will evaluate everything they have read and heard about the project and now can make their decision on the project.

    Decision actions include:
  • Approve
  • Postpone
  • Schedule another public hearing
  • Request more evaluation
  • Deny

Pre-Development Phase

Project Design Process

Design

The project's owner, applicant, architect, landscape architect, engineers, general contractor, and other design professionals design the project and prepare plans for the City's review.

Planning Review

The applicant submits the design plans to the City's Planning Division for review. Once approved, the applicant can proceed to apply for building permits.

Building Review

The City's Building Division and additional regulatory agencies will review the plans in more detail, and once all conditions are met, building permits can be issued.
